The Director General of Foreign Trade (DGFT) issued Public Notice No. 40 (RE-2006)/2004-2009 on 31 July 2006, amending Appendix–37A of the Handbook of Procedures (Vol. I) under the Foreign Trade Policy 2004-2009. This amendment includes oleoresins listed under Chapter 33 of the ITC (HS) Classification as eligible for benefits under the Vishesh Krishi and Gram Udyog Yojana (VKGUY). Eleven specific types of oleoresins, such as Fennugreek, Ginger, Turmeric, Celery Seed, Nutmeg, Clove, Capsicum, Coriander, Cumin, and Fennel Oleoresins, among others, have been listed with effect from exports dated 1 April 2004. For exports made between 1 April 2004 and 31 March 2005, exporters must submit applications for credit benefits by 31 October 2006. The notification was issued in the public interest and signed by K.T. Chacko, Director General of Foreign Trade and Ex-Officio Additional Secretary to the Government of India.

In exercise of powers conferred under Paragraph 2.4 of the Foreign Trade Policy 2004-2009, the Director General of Foreign Trade hereby makes the following amendments in Handbook of Procedures (Vol. I):
In Appendix – 37A giving the list of export items allowed benefits under Vishesh Krishi and Gram Udyog Yojana, Sl.No.07A and sub Sl.No.1 to 11 there under shall be amended to include as under:-
