Public Notice No. 91 (RE-2005), issued on March 9, 2006, by the Director General of Foreign Trade, prescribes procedures for exporting legally acquired shavings of shed antlers of Chital and Sambhar, as well as manufactured articles thereof. This follows the relaxation of conditions under Notification No. 50. Exporters must submit applications within 30 days to the Chief Wildlife Warden for a Legal Procurement Certificate and to the DGFT, along with documents such as export orders or letters of credit. Each export consignment requires pre-shipment inspection by the Regional Deputy Director of Wildlife Preservation. The one-time exemption for such exports applies for two months from the notification date. After this period, no exports of the specified items will be permitted. Applications received on time will be reviewed by the Export Facilitation Committee for license issuance. This notice serves to regulate the export of specified wildlife products while ensuring compliance with legal and procedural requirements.

In exercise of the powers conferred under paragraph 2.4 of the Foreign Trade Policy; 1st September, 2004 –31st March, 2009 and consequent to relaxation of conditions stipulated in Col. 5 againstS.No. 39 & 40 of Chapter 5 in Table B of Schedule 2 of the Book Titled ‘ITC (HS) Classifications of Export and Import Items, 1st September, 2004 – 31st March 2009 (as amended from time to time) vide Notification No.50, dated 09.03.2006 the Director General of Foreign Trade hereby prescribes the following procedures to be followed for export of legally acquired stock of Shavings of Shed Antlers of Chital and Sambhar and Manufactured Articles of Shavings of Shed Antlers of Chital and Sambhar : –
(i) The Prospective Exporters shall submit their applications in the prescribed
Form within 30 days from the date of issue of this Public Notice, mentioning therein the quantity applied for and the unit price of export, to the concerned Chief Wildlife Warden for obtaining Legal Procurement Certificate. Prospective exporters shall also submit their application as per Aayaat Niryaat Form to the DGFT (Headquarters Office), Udyog Bhavan, New Delhi.
(ii) The application shall be accompanied by the following documents:-
(a) A copy of the valid export order/irrevocable Letter of Credit from the
foreign buyer;
(b) Legal Procurement Certificate(s) in their name issued by the concerned
Chief Wildlife Warden.
(iii) Each export consignment alongwith the related documents will be subject to
pre-shipment inspection and verification by the Regional Dy. Director, Wildlife
Preservation;
(iv) One time exemption will be applicable for a period of 2 months from the date
of issue of Notification No.50 dated 09.03.2006.
(v) No export shall be allowed of the said items on expiry of the said period of two
months.

2. Application received within the stipulated period would be considered by the Export Facilitation Committee on merit for issue of Export Licences for export of said items and shall be subject to any other condition, so imposed.
