Notification No. 6/2002-2007, dated 3rd June 2002, issued by the Ministry of Commerce & Industry, introduces an amendment to the ITC(HS) Classification of Export and Import Items, 2002-2007. The notification inserts a new sub-para (2) under the import licensing notes for films, including those on video tape, compact video discs (CDs), laser video discs (LVDs), or digital video discs (DVDs). These items are now governed by the provisions outlined in Public Notice No. 64/1997-2002, dated 29th January 2002, as appended to Chapter 37 of the classification. This amendment clarifies the licensing requirements for importing various forms of films.

S.O. (E) – In exercise of powers conferred under section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with paragraph 2.1 of the Export and Import Policy, 2002-2007, the Central Government hereby makes the following amendments in the ITC(HS) Classifications of Export and Import Items, 2002-2007 published on 31st March,2002 as amended from time to time. Vide notification No. 4 of 2002-2007 of 15th May,2002, at the end of Chapter 85 of the ITC(HS) classification of import and export items 2002-2007 sub-para No. 1 was inserted. Now another sub-para (sub-para 2 is proposed to be inserted) in the import licensing notes as under:-
“Import licensing notes
(1) …………………[Already inserted vide Notification No. 4 dated 15th May, 2002.]
(2) Import of films including films on video tape, compact video disc, laser video disc or digital video disc, as classified under this Chapter, shall be governed by the provisions of the Public Notice No. 64/1997-2002 dated 29.01.2002 as appended to the chapter 37.”
