FSSAI has published draft Food Safety and Standards (Safe food and balanced diets for children in school) Amendment Regulations, 2026, proposing to amend the 2020 Regulations. A new Regulation 7 would define food products “high in added fat or added sugar or sodium” based on the Dietary Guidelines for Indians-2024, ICMR. Food would be considered high in added fat if it contains more than 4.2g/100g in solid form or 1.5g/100ml in liquid form; high in added sugar if it contains more than 3g/100g in solid form or 2g/100ml in liquid form; and high in salt if it contains more than 0.625g/100g in solid form or 0.175g/100ml in liquid form. The draft has been issued under Section 92(2)(v) of the Food Safety and Standards Act, 2006, with previous approval of the Central Government. Objections or suggestions may be submitted to FSSAI within 60 days from the date the Gazette notification is made available to the public.

No. SS-T0SP08(NOTI)/1/2026-Standard-FSSAI.—The following draft of certain regulations, further to amend the Food Safety and Standards (Safe food and balanced diets for children in school) Regulations, 2020, which the Food Safety and Standards Authority of India proposes to make with the previous approval of the Central Government, in exercise of the powers conferred by clause (v) of sub- section (2) of section 92 of the Food Safety and Standards Act, 2006 (34 of 2006), is hereby published as required by sub-section (1) of section 92 of the said Act for the information of all persons likely to be affected thereby and notice is hereby given that the said draft regulations shall be taken into consideration after the expiry of a period of sixty days from the date on which copies of the Gazette containing this notification are made available to the public.
Objections or suggestions, if any, may be addressed to the Chief Executive Officer, Food Safety and Standards Authority of India, FDA Bhawan, Kotla Road, New Delhi- 110002 or sent on email at [email protected] .
Objections or suggestions, which may be received from any person with respect to the said draft regulations before the expiry of the period so specified, shall be considered by the Food Safety and Standards Authority of India.
Draft Regulations
1. These regulations may be called the Food Safety and Standards (Safe food and balanced diets for children in school) Amendment Regulations, 2026.
2. In the Food Safety and Standards (Safe food and balanced diets for children in school) Regulations, 2020, (herein after referred as said regulation), –
(1) After regulation 6 relating to ‘Monitoring and surveillance’, the following regulation shall be inserted, namely:-
“7. For the purpose of these regulations, the food products ‘high in added fat or added sugar or sodium’ shall be as per the Dietary Guidelines for Indians-2024, ICMR, as given below:
High Fat: Food containing more than 4.2g/100g of added fat in solid or more than 1.5g /100 ml in liquid form is considered ‘high’
High Sugar: Food containing more than 3g/100g of added sugar in solid or more than 2 g/100 ml in liquid form is considered ‘high’.
High Salt: Food containing more than 0.625g/100g of salt in solid or more than 0.175 g/100 ml in liquid form is considered high.
