MCA Advisory: Resolving the “DSC Not Registered with Director DIN” Error During DIR-3 KYC Web Filing

The Ministry of Corporate Affairs issued an advisory addressing the “DSC not registered with Director DIN” error faced during DIR-3 KYC Web filing, a mandatory annual compliance for DIN holders. The issue arises when the Digital Signature Certificate (DSC) is not properly linked to the director’s business user account on the MCA V3 portal. The MCA clarified that directors must ensure correct DSC registration against their DIN and use the same DSC while filing. If not registered, the DSC must be linked before proceeding. The advisory also allows updating email via mobile OTP and suggests raising a service request if both email and mobile are inactive or technical issues persist. The guidance emphasizes proactive verification of DSC linkage to avoid filing disruptions, penalties, or DIN deactivation. The MCA has prescribed the following checklist for Directors facing this issue:

1. Verify DSC Registration: Ensure that the Digital Signature Certificate (DSC) is duly registered on the MCA portal against the Director’s business user account with the correct Director role and DIN. Confirm that the same DSC is being used at the time of filing the DIR-3 KYC Web form.

2. Register DSC if Not Yet Linked: If a business user account has been created but the DSC has not been registered, the Director must register the DSC against their business user account on the MCA Portal before proceeding with the filing.

3. Update Registered Email ID via Mobile OTP: If the business user account exists but the registered email ID needs to be changed, the Director may log in to the MCA portal using Mobile OTP and then proceed with DSC registration (or vice versa), without requiring a new account.

4. Raise a Service Complaint if Both Credentials are Inactive: If both the registered email ID and mobile number are inactive, or if the DSC cannot be associated due to any other technical issue, Directors are requested to raise a service-related complaint on the MCA Portal — clearly mentioning the SRN (Service Request Number) of the DIR-3 KYC Web filing that is pending for DSC upload and payment.

If you are facing the error “DSC is not registered with the Director DIN” while filing DIR-3 KYC Web, you are advised to ensure the following:

♦ The Digital Signature Certificate (DSC) is duly registered on the MCA portal against the Director’s business user account with the Director role and DIN. The same DSC is being used while filing the DIR-3 KYC Web form.

♦ If business user account is created but DSC is not registered, you are required to register the DSC against the business user account on the MCA Portal.

♦ If business user account exists but registered email ID needs to be changed, you may log in using Mobile OTP on the MCA portal and proceed with DSC registration (or vice versa).

♦ If both registered email ID and mobile number are inactive, or if you are unable to associate DSC due to any other issue, you are requested to raise a service-related complaint on the MCA Portal. Kindly mention the SRN of DIR-3 KYC Web which is pending for DSC upload and payment.

Note: DIN holder’s DSC will not be validated if the DIN is deactivated due to non-filing of DIR-3 KYC, and the purpose selected is “Reactivation of DIN”, and DIN holder has not filed DIR-3 KYC eForm at least once where the DIN allotment date is on or before 31 March 2025.
