The Food Safety and Standards Authority of India (FSSAI) issued an order dated 13 March 2026 implementing revised turnover thresholds for categorizing Food Business Operators (FBOs) under the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011. The revision follows recommendations of NITI Aayog’s High-Level Committee on Non-Financial Regulatory Reforms and subsequent approval by the Food Authority and the Ministry of Health and Family Welfare. Through the Food Safety and Standards (Licensing and Registration of Food Businesses) Amendment Regulations, 2026, the authority also introduced provisions addressing dual compliance for street food vendors, enabling perpetual validity of FSSAI registration and licenses subject to risk-based inspections, and allowing the Food Authority to revise turnover thresholds periodically. Under the new framework, food businesses with turnover up to ₹1.5 crore will require registration, those with turnover above ₹1.5 crore and up to ₹50 crore will require a State License, and businesses with turnover above ₹50 crore must obtain a Central License. The revised thresholds will take effect from 1 April 2026.

Subject: Implementation of revised turnover threshold for food businesses under Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 – reg.
The Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 were notified under the Food Safety and Standards Act, 2006 for regulating the licensing and registration of Food Business Operators (FBOs) across the country wherein different turnover threshold and criteria’s were implemented for categorization i.e Registration, State license and Central license.
2. Based on recommendations of NITI Aayog’s High Level Committee on Non-Financial Regulatory Reforms and subsequent approval of Food Authority and Ministry of Health and Family welfare, the Food Safety and Standards Authority of India has notified the Food Safety and Standards (Licensing and Registration of Food Businesses) amendment Regulations, 2026 vide Gazette Notification No. RC D-01002/1/2021-Regulatory-FSSAI-Part(1) dated 10.03.2026 relating to provisions for addressing dual compliance requirements for registration of street food vendors, perpetual validity of FSSAI registration and license subject to risk-based inspections and enabling provisions for specifying turnover thresholds and other categorisation criteria by the Food Authority.
3. As per the aforesaid amended regulation, the Food Authority may specify turnover threshold/eligibility criteria for granting registration or license for various food business from time to time. Accordingly, in exercise of the powers conferred under aforesaid regulations, the Food Authority hereby implemented revised turnover threshold for food businesses as follows:

4. This supersedes all other earlier orders and regulations with respect to turnover thresholds or criteria specified under Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011 for categorisation of Food Businesses.
5. This revised turnover thresholds will come into effect from 01.04.2026.
