M/s Honeywell International (India) Pvt. Ltd. filed an application before the Customs Authority for Advance Rulings, Delhi seeking an advance ruling on the classification of certain proposed imports under the Customs Tariff Act, 1975. The applicant proposed to import various categories of portable electronic devices described as Mobile Computers, Tablet Computers, Wearable Computers, and Vehicle-Mounted Computers. The imports had not yet commenced at the time of filing the application.
The applicant sought a ruling on whether these portable computers were classifiable under Tariff Item 84713090, covering “portable digital automatic data processing machines,” and, if not, the appropriate alternative classification. The applicant established eligibility for advance ruling by demonstrating possession of a valid Importer-Exporter Code and confirming that the classification issue was neither pending nor previously decided in any proceedings.
The applicant explained that the proposed imports are rugged, enterprise-grade portable computers integrating data processing and professional barcode scanning capabilities. These devices are primarily used in warehousing, logistics, inventory management, asset tracking, invoicing, and last-mile delivery. They perform real-time data capture, storage, processing, and transmission. While some models support SIM-based cellular connectivity, many models operate only on Wi-Fi, and identical models are available both with and without SIM capability. Cellular connectivity, where present, is described as optional and supplementary.
