The Pension Fund Regulatory and Development Authority (PFRDA) has released a preliminary draft of the Unified Pension Scheme Regulations, 2025, for public and stakeholder feedback. This framework aims to operationalize the Unified Pension Scheme, introduced by the Central Government via notification F. No. FX-1/3/2024-PR on January 24, 2025. It provides an optional scheme under the National Pension System (NPS) for Central Government employees already covered under NPS. The draft outlines the roles, responsibilities, and obligations of intermediaries and Central Government offices involved in its implementation. Stakeholders and the public can access the proposal in Annexure A on the PFRDA website under the Regulatory Framework menu in the Exposure Draft section. Feedback, submitted in the format provided in Annexure B, must be sent via email to review-reg@pfrda.org.in with the subject line “Feedback on PFRDA (Unified Pension Scheme) Regulations, 2025.” The deadline for submitting comments is February 17, 2025.

REGULATIONS, 2025 – PRELIMINARY DRAFT OF PROPOSED REGULATIONS
Comments/feedbacks from the stakeholders and public are invited on the draft regulations for laying down the framework to operationalise Unified Pension Scheme introduced by the Central Government vide notification number F. No. FX-1/3/2024-PR, dated the 24th January, 2025, as an option under the National Pension System for the employees of the Central Government who are covered under National Pension System and to define the obligations, roles and responsibilities of intermediaries and such Central Government offices involved with implementation of this scheme, and for matters connected therewith or incidental thereto.
The Proposal placed at Annexure A is open for stakeholder consultation and public comments till Feb/17/2025 and can be accessed at PFRDA website in the Exposure Draft section under Regulatory Framework menu.
