Members in practice may kindly note that the Ministry of Corporate Affairs, Govt. of India has recently advised that it would not entertain/accede to any request for extension of last date for e-Filing beyond the expiry/specified date concerned.
In this regard in an advisory issued by the Ministry, it has been emphasized that suitable steps be taken to expedite filing of balance sheet and annual return to avoid last minute rush and system congestion in MCA 21 towards the end of October and November, 2013. In other words, request to all professionals and corporates concerned is that one should not wait for the last date of the month concerned for Annual Filing. Members concerned are accordingly requested to do the needful.

Notice for filing Form-8 (Statement of Account & Solvency) for the Financial Year ended 31-03-2012:
LLPs registered from 01-10-2011 to 31-03-2012 have option either to close financial year as on 31-03-2012 or 31-03-2013 and to file both Form-8 & 11 accordingly.
Please note that if an LLP fails to file Form-8 within prescribed time, an additional fees of Rs. 100/- is payable per day till date of filing.

I am getting error message”duplicate+merchant+transaction id response code 2 while making pay later payment. How Can I make payment.

I have filed INC-7 for incorporation of a company last date of name availability is near. I opted to pay later through paylater facility. Now, I am unable to pay the challan for the error code 2 ‘duplicate merchant ID’. When I complaint to MCA the reply was that the error from Bank’s side but I have tried different Credit/Debit Cards and Net Banking Facility also but of no use. The error persists as it is. The problem is from MCA side but they said that the problem is from Bank’s side.
Every year MCA issues such kind of Notices/ Advice but every year website gets down in last 5-7 days. Now also majority of times, MCA21 portal is not functioning properly. Sometimes processing error, some times transaction in process. Yesterday only I faced “response code -2 Duplicate merchant transaction ID” error for more than 20 times for one SRN. When I raised ticket, stupid resolution provided was “As verified, the transaction corresponding to SRN xxxxxxxx is not yet reported by bank to MCA. Appropriate action will be taken, once it is reported by the bank. Please contact bank further in this regard”
Now when I am raising ticket for inability to make payment, how will such payment reach MCA? and worst part is I am not able to reopen this ticket or log a fresh complaint since morning.
Except last year, MCA has not extended due date in any year and why they are giving such advises to CAs or stakeholders? Why they can’t make form submission simpler or make some new provisions for bulk upload, bulk payment etc? And most important why don’t they enhance capacity of servers for fast processing of SRNs ?.
