The Directorate General of Foreign Trade (DGFT), under Notification No. 38/2025-26- DGFT dated October 3, 2025, has issued a one-time exemption to permit the export of 100 Metric Tonnes (MT) of a specific variety of wheat seed, DWR-162 (under ITC (HS) code 10019100). This export is being made from the University of Dharwad in India to Indonesia. The Central Government granted this permission by exercising its powers under the Foreign Trade (Development & Regulation) Act, 1992, and the Foreign Trade Policy, 2023. The transaction must be facilitated through the National Co-operatives Export Limited (NCEL) and shipped via the Mangalore Sea Port. Furthermore, the University of Dharwad or the Department of Agriculture, Government of Karnataka, is designated as the authorized agency responsible for certifying the identity and quantity of the DWR-162 wheat seed before its export. This permission is valid only as a single-instance allowance and is effective immediately.

Subject: Export of 100 MT of wheat seed (1WR-162) under ITC (IIS) code 10019100 from University of Dharwad to Indonesia.
S.O. 4523(E).—: In exercise of powers conferred under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby permits, as a one-time exemption, export of Wheat Seed (DWR-162) under ITC FIS code 10019100 of Chapter 10 of Schedule-II (Export policy), as under :
1. Export of Wheat Seed (DWR-162) up to an aggregate quantity not exceeding 100 Metric Tonnes from University of Dharwad to Indonesia, is permitted through National Co-operatives Export Limited (NCEL) via Mangalore Sea Port.
2. The University of Dharwad or the Department of Agriculture, Government of Karnataka, shall act as the authorised agency for certification of the identity and quantity of Wheat Seed (DWR-162) for the purpose of such export.
3. This permission shall be valid as a one-time exemption only and shall come into force with immediate effect.
Effect of This Notification: Export of 100 MTs of Wheat seed (DWR-162) from University of Dharwad to Indonesia through NCEL via Mangalore Sea Port is permitted as a one-time exemption, subject to certification by University of Dharwad or the Department of Agriculture, Government of Karnataka.
