Rashtriya Gokul Mission Scheme proposed to be continued under umbrella scheme Development Programme with the aim of development & conservation of indigenous bovine breed, genetic upgradtion of bovine population and enhancement of milk production and productivity of bovines.

RASHTRIYA GOKUL MISSION

The Rashtriya Gokul Mission (RGM) is being implemented for development and conservation of indigenous bovine breeds since December 2014. The scheme is important in enhancing milk production and productivity of bovines to meet growing demand of milk and making dairying more remunerative to the rural farmers of the country. The scheme is also continued under umbrella scheme Rashtriya Pashudhan Vikas Yojna from 2021 to 2026 with a budget outlay of Rs.2400 crore. The RGM will result in enhanced productivity and benefit of the programme, percolating to all cattle and buffaloes of India especially with small and marginal farmers. This programme will also benefit women in particular since over 70% of the work involved in livestock farming is undertaken by women.

The Indian government’s department of animal husbandry and dairying (DAHD), under its Rashtriya Gokul Mission (RGM), has approved a project to facilitate establishment of breed multiplication farms through entrepreneurship model for making available high genetic merit heifers of cattle and buffalo breeds to farmers. The Breed Multiplication Farm Entrepreneurship Scheme is being implemented through the National Dairy Development Board (NDDB).

At present entrepreneurs/farmers, interested in taking up dairying, are facing difficulties in sourcing disease-free high yielding heifers or cows. Farmers are dependent on either middlemen or other farmers maintaining dairy animals for sourcing their requirement of dairy animals.

A subsidy up to 50% of the capital (limited to Rs 2 crore) is available to the interested entrepreneurs for construction of cattle sheds, equipment and procurement of elite bull mothers etc. The entrepreneurs have to establish a breed multiplication farm (BMF) and produce elite heifers using sexed semen or IVF technology.

Aims and objectives of Breed Multiplication Farm Entrepreneurship Scheme:

  • To enhance productivity of bovines and increasing milk production in a sustainable manner using advance technologies.
  • To propagate use of high genetic merit bulls for breeding purposes.
  • To enhance Artificial insemination coverage through strengthening breeding network and delivery of Artificial insemination services at farmers doorstep.
  • To promote indigenous cattle & buffalo rearing and conservation in a scientific and holistic manner.
  • To develop private entrepreneurs for undertaking cattle and buffalo breeding.
  • To make available disease-free high yielding heifers/pregnant heifers/cows preferably of indigenous breeds of cattle/buffalo.
  • To incentivize private individual entrepreneurs, farmer producer organisations (FPOs), self-help groups (SHGs), joint liability groups (JLGs) and Section 8 companies for establishment of breed multiplication farms.
  • Spreading awareness about scientific management practices including animal nutrition and disease prevention etc.
  • Multiplication of high-yielding milch animals through scientific breeding including IVF technology and sexed semen.

Essential criteria of selection of entrepreneurs:

> The entrepreneur-aggregator can be a private individual/FPO/farmer cooperative organisation (FCO)/SHG/JLG and Section 8 Company.

> Entrepreneurs shall have appropriate experience in breeding or rearing farm animals.

> The entrepreneur will be responsible for arrangement of land of suitable size and location. At least having ownership/lease deed of suitable size of land to house 200 animals and its followers.

> Any individual/organisation availing loan facility under Animal Husbandry Infrastructure Development Fund (AHIDF) for establishment of breed multiplication farm would also be allowed to obtain subsidy under breed multiplication farm.

> Entrepreneur will make its own arrangement for procurement of feed and fodder as per requirement of the farm.

> The entrepreneur will establish a breed multiplication farm of at least 200 milch cows/buffalo and use the latest breeding technology for continuously upgrading stock.

> The entrepreneur may make available minimum 90 elite female calves in case of cattle and minimum 70 elite female calves in case of buffaloes every year to farmers on cost basis out of the total calves born at the farm. Sexed semen and IVF technology will be used by the entrepreneur for production of female calves. Remaining female calves may be used for replacement of the stock available at the farm

> The entrepreneur will make available high yielding heifers/ pregnant heifers/cows to the farmers/small entrepreneurs interested in taking up dairying. The entrepreneur will also guide farmers on animal nutrition, vaccination, disease testing, maintaining bio-security etc. and also in veterinary aid to the farmer.

Qualification Criteria:

Following will be the minimum pre-qualification criteria. Each eligible entrepreneur-aggregator/ private individuals, SHGs/ FPOs/ FCOs/ JLGs and Section 8 companies should possess all the following pre-qualification criteria. Responses not meeting the minimum pre-qualification criteria will be out rightly rejected and will not be evaluated further.

2. Entrepreneur/applicant shall have appropriate experience in breeding or rearing of dairy animals. Proof of their activity: Certificate of experience inbreeding and rearing of dairy animals from local Govt. Veterinarian (Annexure-II).
3. The entrepreneur/applicant will be responsible for arranging land of suitable size and location. At least having ownership/lease deed of 5 acres of land. copy of ownership document/lease deed (valid at least up to 10 years).
4. Entrepreneur/ applicant will make its own arrangement for
procurement of feed and fodder as per requirement of the farm.
Commitment letter from the supplier of feed and fodder.
5. The entrepreneur will establish breed multiplication farm of at least 200 milch cows / buffalo and using latest breeding technology for continuously upgrading stock. Affidavit for the same to be submitted (Annexure-III).

Funding Pattern:

All the components of Scheme will be implemented on 100% grant-in-aid basis except the components of:

i) accelerated breed improvement programme under the component subsidy of Rs 5000 per IVF pregnancy will be made available to participating farmers as GoI share;

ii) promoting sex sorted semen under the component subsidy upto 50% of the cost of sex sorted semen will be made available to participating farmers and

iii) Central Government will provide one time assistance to each entrepreneur for establishment of breeder farm. The said one time assistance will be limited to 50 % of the project cost (including Capital cost and Animal cost) or Rs. 2 crore whichever is lower. Beneficiary should arrange the balance fund either by wayof loan from scheduled banks/ financial institution or its own funds. Loan period, margin money and collateral may be as decided by the lending Bank/financial institution. Establishment of breed multiplication farm under the component subsidy upto 50% of the capital cost maximum upto Rs.2.00 crore of the project will be made available to entrepreneur.

iv) The capital subsidy will be provided for the cost of housing, procurement of breeding animals along with transportation & insurance cost, equipment /machines in the form of capital cost (except land).

v) The scheme is applicable for only new farms. Existing farms will not be eligible under the scheme.

Eligibility:  

♦ The applicant shall be an entrepreneur-aggregator /private individual, SHGs/FPOs/FCOs/ JLGs and Section 8 companies who have their registered offices in India.

♦ Entrepreneur/applicant shall have appropriate experience in breeding or rearing dairy animals

♦ The entrepreneur/applicant will be responsible for arranging land of suitable size and location. At least having ownership/lease deed of 5 acres of land.

√ Copy of ownership document (Registry or sale deed)/lease deed.

x) Plan for energy requirement (electricity and hot water supply).

xi) Expected expenditure and income on the farm.

Screening of EOL by NDDB.

Identified applicant to submit DPR, EMD and tie up for 50% loan.

Final selection of applicant and recommendation to bank/financial institution for the loan.

Proposal with sanctioned bank loan approved by DAHD.

Release of 50% subsidy after the release of 1st tranche of the loan.

25% subsidy after all infra is in place along with induction of animals.
