Deen Dayal Upadhyaya Grameen Kaushalya Yojana was launched on 25th September 2014. Notably, 25th September 2014 was celebrated as the 98th birth anniversary of Pandit Deendayal Upadhyaya.

The ‘Deen Dayal Upadhyaya Grameen Kaushalya Yojana’ is shortly known as DDU-GKY. Importantly, DDU-GKY is a part of the National Rural Livelihood Mission.

The vision of the DDU-GKY yojana is to transform rural poor youth in to an economically independent as well as globally relevant workforce. The DDU-GKY was initiated by the Ministry of Rural Development. However, implementation of the same involves the following-

  • State Governments;
  • Technical support agencies – National Institute of Rural Development and Panchayati Raj; and
  • Project implementing agencies.

The present article features the objective of the DDU-GKY; specially defined components of the DDU-GKY; implementation of the DDU-GKY; eligibility criteria under the DDU-GKY and working of the DDU-GKY.

Objectives of the DDU-GKY –

Some of the prime objectives of the DDU-GKY are highlighted hereunder –

  • To provide necessary skills to the youth which can help to reduce the unemployment rate in the country.
  • To increase the employment rate resulting into reduction of poverty.
  • To develop and bring out the working ability of the youth resultantly making them self-reliant.

Specially defined components of the DDU-GKY-

The DDU-GKY defines some special components. The same are highlighted hereunder-

Particulars Component of DDU-GKY
Youth suffering from a disability Full coverage for the scheme is granted. Also, 3% of the corpus is allotted.
Youth belonging to SC/ ST 50% of the corpus of the DDU-GKY is allotted.
Youth of minorities 15% of the corpus of the DDU-GKY is allotted.
Youth of Jammu and Kashmir A special scheme, namely, Himayat is set up by the Government.
Youth of tribal areas dominated by left wing extremists A special scheme, namely, Roshni is set up by the Government.

Additionally, it is also pre-defined that 1/3rd of the people involved in the DDU-GKY should be women.

Implementation of the DDU-GKY-

The implementation of the DDU-GKY is platformed on a three-tier model. The model is briefed hereunder-

  • First-tier consists of the DDU-GKY national unit. The unit acts as-
    • Policy maker;
    • Technical support agency; and
    • Facilitation agency.
  • Second-tier consists of the DDU-GKY state mission. Here, at this level, implementation support is provided.
  • Finally, the third-tier consists of Project Implementation Agency. Here, the agency executes the DDU-GKY programme with the help of skilling and placement projects.

Grameen Kaushalya Yojana or DDU-GKY

Eligibility criteria under the DDU-GKY-

For obtaining training under the DDU-GKY, the rural youth should, firstly, satisfy the following age criteria-

Rural youth being-

  • Women; or
  • SC/ ST; or
  • Physically disabled
Youth should be between the age of 15 years to 45 years.
Any other rural youth Youth should be between the age of 15 years to 35 years.

Other than the above age criteria, the rural youth should also satisfy/ possess any of the following-

  • RSBY card (i.e., Rashtriya Swasthya Bima Yojana); or
  • BPL card (i.e., Below Poverty Line); or
  • BPL PDS card; or
  • The family member is a paid worker under the MGNREGA scheme; or
  • A family member is a member of a registered SHG (i.e., Self Help Group) in the village.

Working of the DDU-GKY-

The brief working pattern adopted under the DDU-GKY is explained hereunder-

1. Various private education and skill training experts are funded by the DDU-GKY.

2. On the basis of the funds, modern/ advanced and well-equipped training centres are started.

3. Such training centres, having qualified trainers, will provide-

  • Training of job-oriented skills;
  • Training of using the computers, tablets etc.;
  • Spoken English training; and
  • Specified life skills.

4. Once the training is completed, the youth are also provided placements help.
