Dear Colleague

It gives me great pleasure to welcome, on behalf of the entire service as well as on my own behalf, three new Members to the Central Board of Indirect Taxes and Customs, Shri. Ajay Jain, Shri. Vivek Johri and Ms. Sungita Sharma. I am sure that, given the rich experience and commitment that they bring to the Board, their presence will strengthen our overall functioning especially in critical areas such as the ongoing initiatives in taxpayer services. I wish them all the very best.

Last week the CBIC, in association with other stakeholders, conducted a WebEx event on “In Bond Manufacture & Other Operations” in Customs. The Hon’ble Minister of State for Finance & Company Affairs Shri Anurag Singh Thakur, presided over the event. While highlighting the significance of the provisions of Section 65 of Customs Act, 1962 that provides for “In Bond Manufacture & Other Operations”, he stated that this scheme would provide an impetus to the ‘Make in India’ program and enhance ease-of-doing business. He added that the scheme has the potential to help in converting India into a global manufacturing and e-commerce hub.

The scheme offers flexibility in working and much-needed liquidity by way of deferred duty payment to an entrepreneur. It will equally be suitable for start-ups on the manufacturing side and MSMEs, who may not be sure of the potential demand for their goods between the export and domestic market, just as it would for large export units with committed export orders. It will also work well in combination with other scheme like the Department of Pharmaceutical’s, `Production Linked Incentive’ (PLI) Scheme for promotion of domestic manufacturing of critical Key Starting Materials (KSMs)/ Drug Intermediates and Active Pharmaceutical Ingredients (APIs), Scheme for Promotion of Bulk Drug Parks; or the Ministry of Electronics’ & Information Technology’s (MeitY) – PLI Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS) and Modified Electronics Manufacturing Clusters Scheme (EMC 2.0), etc. We need to carry this message to the trade and industry, so that they are aware of the availability of this attractive scheme and make best use of it.

At the same time, we should ensure that proper procedures and support systems are put in place to take care of entrepreneurs interested in joining and that they feel a sense of delight in dealing with us. Being our own innovative scheme, that is tailor-made to bolster the “Make in India‘ program, Zonal chiefs should closely monitor the progress in projecting and implementing it. The success of this scheme would help make India a favourable global manufacturing destination.

On the anti-evasion front, the Anti-Smuggling Unit of Customs Division, Imphal, acting on a specific intelligence, detected and seized 30,000 Amphetamine tablets valued at Rupees Three crore at Loushipat, Manipur, on 03.08.2020. I am informed that Shri Th. Nilakanta Singh, Inspector and Shri P. Roben Singh, Superintendent have played an important role in the seizure. I congratulate the team.

Last week we witnessed heavy rains disrupting life in Mumbai. Some officers were also stranded in office overnight. It was quite a serious situation even by Mumbai’s normally severe monsoon standards. While the availability of food and clean water itself was a priority in this emergent situation, I was told that many of our officers and staff like Ms. Meenu Tomer and Mr. Sethi Ram, Tax Assistants at JNCH, had thrown open their own homes and taken care of those stuck in the deluge. I appreciate all the officers and staff for voluntarily coming forward to help their colleagues. This speaks volumes of the esprit de corps in our organization.

This week also brought good news for Shri Pradeep Singh, an officer trainee of IRS (C& CE), who topped the CSE-2019. I am given to understand that nine other officers presently undergoing training at NACIN, Faridabad, and some other officers at the Group B level of our Department too have also made it to the merit list. My congratulations to all of them.
