Public Notice No. 41 (RE-2000)/1997-2002, issued on 3rd November 2000 by the Ministry of Commerce and Industry, amends the Handbook of Procedures (Vol. 1) under the Export and Import Policy, 1997-2002. The amendment revises paragraph 4.2 of the Handbook, specifying that imports and exports are generally permitted to and from any country, except Iraq. However, the amendment allows the export of goods to Iraq and the import of goods from Iraq, provided prior approval is obtained from the relevant sanctions committee of the United Nations Security Council. This change aims to ensure compliance with international sanctions while facilitating trade with Iraq under specific conditions.

In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, the Director General of Foreign Trade hereby makes the following amendments in the Handbook of Procedures (Vol. 1) (RE-2000), 1997-2002:
After amendment paragraph 4.2 of the Handbook of Procedures (Vol .I) (RE-2000), 1997-2002 will read as under:
“Unless otherwise specifically provided, import/export will be valid from/to any country except Iraq. However, there shall be no ban on the export of items to Iraq or import of items from Iraq in case where the prior approval of the concerned sanctions committee of the United Nation’s Security Council has been obtained.”
