Introduction & Background
Central Warehousing Corporation (CWC), (A Govt. of India Undertaking) is a premier Warehousing Agency in India, established during 1957 providing logistics support to the agricultural sector, is one of the biggest public warehouse operators in the country offering logistics services to a diverse group of clients.
CWC is operating 476 Warehouses across the country with a storage capacity of 10.18 million tonnes and turnover of more than Rs. 1029 crores providing warehousing services for a wide range of products ranging from agricultural produce to sophisticated industrial products.
Warehousing activities of CWC include foodgrain warehouses, industrial warehousing, custom bonded warehouses, container freight stations, inland clearance depots and aircargo complexes.
Apart from storage and handling, CWC also offers services in the area of clearing & forwarding, handling & transportation, procurement & distribution, disinfestation services, fumigation services and other ancillary activities.

I. Purpose of the E0I
CWC invites EOI from practicing Chartered Accountant Firms for preparing a panel for outsourcing its internal audit and other related works on selective basis as per requirement of the Corporation. The terms and conditions for selection for empanelment and /or appointment of the CA Firms in CWC and the points to be taken in to consideration while evaluating the EOI are furnished as follows:
- The CA Firms to be appointed as Internal Auditor shall be a firm with minimum of 10 years of practice and should have sufficient experience in the Internal Audit of a similar size organization.
- The CA firms who have been external auditors of CWC in the past will be preferred for Internal Audit.
- The Selection of the CA firms for empanelment will be primarily based on the marks scored by the firms.
- The empanelment of the CA firm will not give any right to the firm for allotment of audit.
- The decision of CWC will be final and binding as regards empanelment of CA firms.
- In case any empanelled Firm refuses to undertake two allotted audits, its name will be de-panelled from the list of CWC.
- No CA firm engaged for internal audit work will be allowed to sub-contract the assignment to other firm and for any violation in this regard .
- The copy of all experience certificates/relevant documents duly self attested are to be submitted alongwith the application form.
- The application/bio-data of the CA firm shall be filled in as per the information sought by CWC in the format placed herewith.
- The appointment of the CA Firm(s) selected from the panel will be made for a period of one year initially, which may be renewed at the discretion of the Corporation based on assessment of its performance.
II. The scoring pattern for selection of CA Firm for empanelment shall be as under:-

For outstation audit, the Local Conveyance will be paid for the first day and the last day of the audit. The rate for local conveyance will be at the rate notified by the local Transport Authority of State Government. The claim of Lodging charges should be supported with the Hotel Bill. For local audit (Within 60 km. radius of city limit), no Daily Allowance/Lodging charges will be admissible; however, local conveyance charges as per rule of the Corporation, which is payable for the first day and the last day of audit, shall be payable.
IV. Special Assignments
In respect of special assignments like physical verification of assets, audit of Strategic Alliance Management Operator, Legal Compliance audit etc., the audit fee is fixed @ Rs.3,000/- per day. For these types of assignments, the number of days may be based on the volume of work, which may be decided in advance before award of the assignment.
V. Application and Selection procedure :
Initial screening of the offers will be done on the basis of eligibility criteria spelt out in this E0I. The following points may also be noted for information :
a. The selected firm shall conduct Internal Audit of the Unit(s) assigned as per approved internal audit manual of the Corporation followed by submission of report to the management and further follow up action thereof as may be required.
b. The Panel of CA Firms for outsourcing job will be valid for a period of one year which may be extended at the discretion of the CWC.
c. The duration of audit as stated above may be increased, if required and justified, with prior permission of CWC, C.O., New Delhi.
d. As far as possible, audit of unit(s) will be assigned to a firm which is situated near the city/area where the unit to be audited is located.
e. Applications received after the due date will not be considered.
