Summary: DGFT Public Notice No. 33/2026-27, dated 17 October 2026, amends Para 2.92 and Appendix 2A of the Handbook of Procedures, 2023, to prescribe tariff rate quota (TRQ) imports under the India–New Zealand Free Trade Agreement, effective 20 October 2026. The schedule covers apples, kiwifruit, albumins and NZ MPI-certified Mānuka honey, with product-specific annual quantities, CIF conditions, applicable duties and import windows. Apples and kiwifruit have nil quotas in Year 1, followed by phased increases; albumins and Mānuka honey have Year 1 quotas of 200 MT and 40 MT respectively. New Zealand will allocate quotas through export certificates identifying the product, permitted quantity and designated Indian importer, and its competent authority will communicate allocation details to DGFT quarterly or as mutually agreed. Indian importers must apply through the DGFT portal, referencing the uploaded export certificate or allocation. Authorisations will specify importer particulars, IEC, customs notification, tariff item, applicable CIF/MIP slab, quantity and validity, and will be transmitted electronically to ICES for debit against imports. Applications must capture MSME registration status. Year 1 runs from entry into force until 31 December 2026; subsequent quota years follow the calendar year. There is no application closing date within a quota year, but authorisations cease once the quota limit is reached. Authorisations remain valid only for the relevant quota year and applicable import window, with unused quantities lapsing on expiry. Imports are subject to Notification No. 32/2026-Customs dated 16 October 2026.
