Summary: The Insurance Regulatory and Development Authority of India (IRDAI), through Circular Ref. No. IRDAI/REINS/CIR/MISC/114/08/2026 dated 28th August 2026, has informed all insurers, reinsurers, Foreign Reinsurer’s Branches (FRBs), including Lloyd’s India and its constituents, about the migration of reinsurance regulatory returns and other reinsurance functionalities to the upgraded Business Analytics Platform (BAP). The initiative is intended to facilitate an integrated, streamlined and enhanced platform for regulatory reporting and related reinsurance functionalities. The migration includes reinsurance regulatory returns, Reinsurance Summary Formats (Advance and Final), and applications for issuance of File Reference Number (FRN) to Cross Border Reinsurers (CBRs). Applications concerning appointment and remuneration of the Chairperson/CEO of reinsurers and FRBs have also been integrated into the upgraded BAP platform.
Accordingly, the identified reinsurance regulatory returns, Reinsurance Summary Formats, FRN applications for CBRs and other reinsurance functionalities are now available through the BAP portal. The circular requires entities to make submissions through the integrated Reinsurance BAP portal for specified periods and functions. These include reinsurance regulatory returns from FY 2024-25, corporate governance returns from FY 2025-26, pool administrator returns from FY 2024-25, and Reinsurance Programme Summary Returns Final from FY 2026-27. Requests for approvals relating to appointment and remuneration of CEOs/KMPs and FRN applications for CBRs are also covered.
The migration is relevant to the regulatory-return framework administered by IRDAI. IRDAI’s earlier Master Circular on Submission of Returns provides a consolidated framework for regulatory returns, including returns applicable to reinsurers and Foreign Reinsurance Branches. The present circular specifically states that operational guidelines and instructions for the various reinsurance-related functions will be available to users on the BAP portal.
The circular does not prescribe a new substantive reporting obligation beyond the specified migration and submission requirements; rather, it provides that the identified returns, applications and functionalities are to be accessed and used through the integrated Reinsurance BAP portal. The circular has been issued with the approval of the Competent Authority.

1. The Insurance Regulatory and Development Authority of India (IRDAI) has undertaken the upgradation of its Business Analytics Platform (BAP) to facilitate an integrated, streamlined and enhanced platform for regulatory reporting and related Reinsurance functionalities.
2. As part of the aforesaid initiative, the Reinsurance regulatory returns, Reinsurance Summary Formats (Advance and Final), and applications for issuance of File Reference Number (FRN) to Cross Border Reinsurers (CBRs) have been migrated to the upgraded BAP platform.
3. In addition to the above, applications for the appointment and remuneration of the Chairperson/CEO of Reinsurers and FRBs have also been integrated into the upgraded BAP platform.
4. Accordingly, the aforesaid Reinsurance regulatory returns, Reinsurance Summary Formats, FRN applications for CBRs and’ other Reinsurance functionalities are now available for use through the BAP portal.
5. All entities shall make submissions on the the integrated Reinsurance BAP portal as specified below:
a. Reinsurance Regulatory Returns from FY 2024-25.
b. Corporate Governance Returns from FY 2025-26.
c. Pool Administrator Returns from FY 2024-25.
d. Reinsurance Programme Summary Returns Final Reinsurance Programme Summary Returns from FY 2026-27.
e. Request for approvals-appointment & remuneration of CEOs/KMPs, FRN for CBRs etc
6. The operational guidelines and instructions for the various functions relating to reinsurance shall be available on the BAP portal for all the users.
7. This is issued with the approval of the Competent Authority.
