The Directorate General of Foreign Trade issued Public Notice No. 01/2026-27 dated 7 April 2026 amending Para 2.90 of the Handbook of Procedures (HBP) 2023 relating to Certificates of Origin (CoO). The amendment retains the classification of CoOs into preferential and non-preferential categories and introduces new provisions governing their issuance. It specifies that the list of authorised agencies for issuing CoOs will be as notified in Appendices 2B, 2C, 2D, and 2E. Importantly, the notification mandates that all authorised agencies must accept applications and issue Certificates of Origin exclusively through the designated electronic platform specified by DGFT. Manual issuance of CoOs outside this platform is expressly prohibited and may result in revocation of authorization. The amendment aims to standardise the issuance process, enhance transparency, and ensure compliance with digital procedures in foreign trade documentation.

F. No. 01/02/60/AM-25/EG&TF— In exercise of the powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendments to Para 2.90 of HBP-2023:

(d) All authorized agencies must accept applications and issue CoOs only via https://www.trade.00v.in or such other platform as may be designated by DGFT from time to time. Manual issuance outside of the designated platform is not permissible and may lead to revocation of authorization to issue CoO.

Effect of this Notification: Authorised agencies for issuance of Certificate of Origin may accept and issue the certificates only from the designated electronic platform as specified by DGFT.
