Finance Minister Shri P. Chidambaram  has Released a booklet namely  ‘FAQ on Service Tax VCES’ on 08th August 2013. It was said in the press release issued by Ministry of Finance that  “The Frequently Asked Questions (FAQ) booklet on VCES contains clarifications on doubts and queries about the scheme. For ease of reference, the statutory provisions and the VCES Rules containing the VCES forms are also included in the booklet.”  But even after 4 days of Release we have not found the booklet. We have searched the booklet on Websites of CBEC ,ACES, service tax,  Finance Minister, PIB etc.  but we were not able to locate the booklet on any of the website.

Now the moot question is where is the booklet and when the government will upload the same on any of its website?  We hope the government will release the same in a day or two.

    The FAQ has not addressed the query of why should a dishonest tax payer should declare the value of taxable services for the period from October 2007 to March 2008 when the there is no limitation period for issue of Show Cause Notice for this period has expired on 25.04.2013.

    Why at all to fret or fume? Mark the word used is “released” – NOT REACHED to..

    Professionals will also do better to remind selves of still the on-going or very much kept-alive-controversy on the legal interpretation of even the crucial words used in enactments – e.g. “send” and “serve” ; often contended, also successfully, to be taken to mean one and the same, hence interchangeable!

    Any further FAQ ?
