We have Published a post yesterday titled ‘Revised Form 15CA as applicable from 01.10.2013 not yet available online’ on  09.09.2013. In this post we have mentioned that CBDT has not yet provided the format of revised form 15CA on the NSDL website which remitter use to file form 15CA.

In response to our post CBDT has put the following on its website https://incometaxindiaefiling.gov.in/ by way of clarification on the same day i.e. on 09.09.2013 :-

Form No. 15CA relating to any payment chargeable to income tax (to a non-resident, not being a company or to a foreign company) is available from 01/10/2013 on e-Filing portal. Remitters may use the same. [Refer Notification No. 67/2013 dated 02/09/2013] For details, Click here.

Now the question is why the CBDT has not put such info earlier on its e-filing portal and also on NSDL website? Regarding the changed format we  also inquired on Income tax helpline and also contacted the NSDL officials, who were also ignorant of the fact that CBDT has moved wef 01.10.2013 the forms to e-filing portal from NSDL portal. Before making any such change CBDT should have made taxpayer aware of such changes.

Remitter/ Deductor can  view and file Revised form 15CA after following the following Procedure :-

1. Login on the e-filing portal at the following link  – https://incometaxindiaefiling.gov.in/e-Filing/UserLogin/LoginHome.html

2.  Visit the link – e-file → Prepare and Submit Online Form(Other than ITR) → Select From and Assessment year.

    I tried opening form 15CA, its asking to attach DSC.
    Before change in Rules, we used to take a printout of Form 15CA, sign it and submit it.
    Now with th amendments, we need to digitally sign it. What is the new procedure / process attached to it?

    We have spoken to Income tax chaps. They say that this issue is highlighted by many CAs. They said that the website shall provide provision of A.Y.14-15 shortly.

    Till that time, CAs can use the old form. In fact, Banks are also allowing repat basis the old form only.

    How login is required to be done? It requires Digital signature to login and it has to be of a Director. Its not practically possible for a Director to Login for every 15CA

    Tried logging as per this information for preparing Form 15CA and following issues were noted:

    1. Asst Yr does not have 2014-15 option. only AY12-13 & AY 13-14 are available.
    2. it is asking for digital signature.

    Has anyone uploaded the revised form 15CA as per this?

    Please let us know the procedure.

    Will the new Form 15CA be updated on NSDL site also. Because if the new form is available on income tax portal only then we would face a big problem as income tax site does not allow multiple login when a company has 100-11015CA uploading a day it is impossible to upload 15CA on income tax portal.

    The Assessment Year Option shows only 2012-2013 & 2013-2014. It does not give option for the current AY 2014-2015 and hence we can not prepare Form 15CA for the current year! How do we go about this?

    is it compulsory to login on individual Remmitter account on income tax website and file respective forms or a Chartered Accountant can file the return through his own log in ID for all his clients.

    What about Form 26B notified in Feb this year to be uploaded online, but portal still not enabled to accept. Lot of people facing problem where tax has been wrongly deposited excess than required.
