The Election Commission of India has appointed the IRS Officers given in the enclosed list as its Expenditure Observer for the General Elections to legislative Assembly of States mentioned above. A briefing meeting of Expenditure Observer has been fixed at 12.30 PM on 2nd January, 2012 in Vigyan Bhawan New Delhi. The detailed instructions issued by the Commission , in this regard are enclosed.
2. You are requested to ensure that the letters of briefing meeting (Enclosed) in respect of Officers from your charge who have been appointed as Expenditure Observer are delivered to them and they are informed well in time to attend the briefing meeting on the stipulated date and time. The Officers may be informed that absence from the meeting will be viewed very seriously by the Commission and may lead to initiation of disciplinary proceeding against the officer. Please note that no exemption can be granted for attending the briefing meeting.
3. The deployment order indicating the State, District and Constituency shall be given during the briefing. They are expected to access the Observer portal at http://eci.nic.in and remain in contact with the Nodal officer (Shri A K Chaturvedi, Deputy Secretary (ADVI), CBDT, Room No. 240-A North Block, Phone – 01123092496, 9013850438) to check the status of their deployment. The user id for the individual officer is indicated against their name. the user id is also individual officer’s password which they should change on first login.
