Dear Colleagues,

This week, I was invited to attend post budget seminars and interactions organized by various trade associations. During these interactions, I observed that the changes made in the rates of customs duties in this year’s budget has received wide publicity in the past few days. On the other hand, the changes made in the Customs Act, 1962 through the Finance Bill, 2018 have not been given that much coverage. I took these opportunities to highlight the changes made particularly in the area of trade facilitation. dispute resolution and compliance enforcement. I would urge you all to go through the fine print of the budget thoroughly and give wide publicity to the changes proposed in the Customs Act. Member (Customs) has also addressed a letter to all the Chief Commissioners highlighting these changes which may be gone through and any difficulty being faced may be brought to the notice of the Board.

I am happy to note that Pune Zone has completed 100 per cent verification of TRAN-1 credit assigned for verification vide Member (Budget)’s letter dated 2nd January, 2018. Similarly, Chandigarh, Ahmedabad, Shillong, Vishakapatnam, Bhubaneshwar and Bhopal Zones have completed more than 90 per cent verification. On the other hand, Lucknow, Jaipur and Bengaluru zones are yet to complete even 50 per cent verification of credit. I would urge all Chief Commissioners to complete the verification process within a week positively.

Another priority under GST is refunds. At the cost of repetition, I once again request all Chief Commissioners to monitor the pending refund claims and ensure timely disbursals by setting up an exclusive team of officers devoted to clearing refunds.

With great sorrow, I am to inform of the sad demise of Mr. A.C. Saldanha, who retired in 1986 as Member of the CBEC. On behalf of the Central Board of Excise and Customs fraternity, I express our deepest condolence on the sad demise. A condolence message has been sent to the bereaved family.
