The Government of India, through Public Notice No. 33/2004-09 dated 17th December 2004, made amendments to the Foreign Trade Policy 2004-09, under Paragraph 2.4. The changes involve the postponement of modifications made in Appendix 27 related to Export Promotion Councils/Commodity Boards, as notified in Public Notice 22/2004-09. These changes affect the Shellac Export Promotion Council and include certain categories of minor forest products and de-oiled cakes/meals, with specific exclusions. Additionally, Paragraph 4.7 of the Handbook of Procedures has been revised. The new provision permits the licensing authority to issue Advance Licenses based on self-declaration and an undertaking for final adjustment, subject to specific exceptions, such as for items like horn, hoof, pepper, and certain feed ingredients. Moreover, export and import licenses related to biotechnology items will require a ‘No Objection Certificate’ from the Department of Biotechnology. The amendments are issued in the public interest.
