In 2011, Aajeevika – National Rural Livelihoods Mission was launched. In 2015, the Aajeevika – National Rural Livelihoods Mission was given a lift and the same was renamed as ‘Deen Dayal Upadhyaya Antyodaya Yojana’.

Importantly, the ‘Deen Dayal Upadhyaya Antyodaya Yojana’ is the integration of-

1. The National Urban Livelihoods Mission; and

2. The National Rural Livelihoods Mission.

Thus, there are two components, one covers the urban part and another covers the rural part. The components and implementation of both are tabulated hereunder-

In the current article, we will be discussing the urban component of ‘Deen Dayal Upadhyaya Antyodaya Yojana’ [DAY – NULM].

What is the aim and objective of Deen Dayal Upadhyaya Antyodaya Yojana [DAY – NULM]?

The aim and objective of DAY – NULM are explained hereunder-

  • To reduce poverty and vulnerability by allowing urban poor to access gainful self-employment and skilled wage employment opportunity.
  • To provide houses along with essential services to the urban homeless.
  • To address the livelihood worries of the urban street vendors by allowing them to access institutional credits; social security; skills for developing the market opportunities and giving suitable spaces.

What are the features of Deen Dayal Upadhyaya Antyodaya Yojana [DAY – NULM]?

The features of DAY – NULM are briefly explained hereunder-

1. Capacity building as well as training-

For the adequate implementation of DAY – NULM, capacity building and training will enable timely and high quality technical assistance at specified levels i.e, Central, State and City. The hierarchy is explained hereunder-

Central A National Mission Management Unit will be established which will provide support to the States as well as Cities to set up a State Mission Management Unit and City Mission Management Unit.
State A State Mission Management Unit will be established which will support the development of efficient institutional systems like financial management; social management; HR and procurement.
City A City Mission Management Unit will be established which will support the development of efficient institutional systems like financial management; social management; HR and procurement.

2. Employment via training and placement-

Here, training in offered to the urban poor based on the skill demand in the market. The same will enable them to either set up their own business or obtain stable salaried employment. The component prescribes no minimum or no maximum qualification for the selection of the beneficiary. However, the cost per beneficiary should be-

Notably, accreditation and certification are linked to skill training. The training is most preferably done in PPP (i.e., Public-Private-Partnership) mode with some reputed institutions like NIT; Polytechnics; ITI; management institutes; engineering colleges; and other reputed entities.

3. Social mobilization and institution development-

The scheme enables urban poor peoples to organize themselves into Self-Help Group and their associated federations. The group acts as a support system for the poor to meet their financial as well as social requirements.

The scheme targets mobilization of vulnerable parts of the urban population like Schedule Caste; Schedule Tribe; beggars; persons with disability; rag pickers; domestic helpers and others on a priority basis.

4. Boosting self-employment programme-

Here, it is focused to provide financial assistance to the individuals/ groups of the urban poor to start up gainful self-employment business or micro-enterprises based on their aptitude; training; skill and local conditions.

The programme encourages the unemployed as well as underemployed urban poor to set up small enterprises relating to servicing; manufacturing and petty business which is having considerable local demand.

Here, also there is no limited prescribed for minimum or no maximum qualification for the selection of the beneficiary. However, the ceiling limit of the project is-

Additionally, an interest subsidy of more than 7% will be offered on a bank loan to set up an individual/ group enterprise.

5. Providing shelter for urban homeless-

Here, permanent shelters will be provided to the urban homeless along with basic facilities and amenities like water; kitchen; electricity; sanitation etc. The fund of the Government will be as under-

6. Supporting urban street vendors-

Up to 5% of the total budget of DAY – NULM will be spent on supporting urban street vendors. It aims to provide skills to the street vendors and also help micro-enterprise development and credit access. It also enables social security options for the vulnerable group like women; Schedule Case and Schedule Tribe and minorities.
