The Office of the Chief Commissioner, Central Goods & Services Tax Zone, Chandigarh, has issued Order No. 05/SCC/2023 dated 03-11-2023, establishing a State Coordination Committee for the Union Territory of Jammu & Kashmir.

Committee Members

The committee comprises key members nominated by the State Taxes Department of UT Jammu & Kashmir and DGGI, Chandigarh Zonal Unit, including the Chief Commissioner, CGST Zone, Chandigarh (Co-Chair), and the Commissioner of State Taxes, UT of Jammu & Kashmir (Co-Chair).

Other members include Additional/Joint Commissioners from CGST Zone, Chandigarh, CGST Commissionerate, Jammu, and Additional Commissioner, State Taxes, UT of Jammu & Kashmir. The committee also includes a Deputy/Assistant Director from DGGI, Jammu Regional Unit.

Functions and Mandate

The State Coordination Committee, established on a perpetual basis, operates under the guidelines provided in the Office Memorandum dated 19-07-2023. Its primary functions and mandate are outlined in Para 2 (C) of the mentioned memorandum, emphasizing better coordination between tax authorities.

Convenership Rotation

The committee’s convenership is set on a rotational basis. For the first year, the Chief Commissioner, CGST Zone, Chandigarh, will serve as the convener. Subsequently, the Commissioner, State Taxes, UT of Jammu & Kashmir, will take over, and this rotation will continue on a yearly basis.

Meeting Frequency

The committee is mandated to meet at least once every quarter, or as decided by the Co-chairs. This ensures regular discussions and coordination to enhance the effectiveness of tax-related activities.

In accordance with the Office Memorandum dated 19-07-2023 and 06-10-2023 issued from F.No.820/GRC/GSTC/2019 by the Director, Office of the Goods and Service Tax Council, New Delhi; the State Coordination Committee for the UT of Jammu & Kashmir is hereby constituted comprising of the following Members nominated by the State Taxes Department of the Union Territory of Jammu & Kashmir and DGGI, Chandigarh Zonal Unit for better co-ordination between the tax authorities:

2. The above State Coordination Committee is constituted on perpetual basis whose functions and mandate shall be as provided at Para 2 (C) of the above-mentioned OM dated 9.7.2023.

3. The Chief Commissioner, CGST Zone, Chandigarh shall be the convener of the Committee for the first year from the date of constitution of the Committee and the Commissioner, State Taxes, UT of Jammu & Kashmir will be the convener of the Committee for the next year which will be followed on rotational basis for one year each thereafter.

4. The Committee shall meet at least once every quarter or as the Co-chairs may decide. This is issued with the approval of the Chief Commissioner.
