One Nation One Housing Policy Through Ministry of Social Welfare And Rehabilitation And Ministry Of Co-Operation

CONCEPT NOTES FOR MINISTRY OF SOCIAL WELFARE

There are only two religions, two languages, and two castes in this world.  One has land, creates title assets, collects rent and others don not have land always pay rent, and never able to create titled assets. It is always said one should have four walls and roof.  But they have forgotten the gravitational force which holds the space namely land and whether it should be undivided share or divided share and how to compare the same.  Housing is not by lottery or chance, it should be a right.  We say 150 Sq. ft. of FSI  at cost of construction basis and 50 Sq. ft.  of undivided share of land or its equivalent should be the common measure which will give clear meaning to all the arguments. If we say so and in India about 20 Crore people (homeless) who are below poverty and India being one among the founder members of extreme poverty reduction group should give more emphasise to such people must come under the Ministry of Social Welfare, by giving permanent address and create space and exercise their birth rights on their behalf.

About 3000 Crores Sq. ft. FSI and about 1000 Crores Sq. ft. of undivided share of land at 2.778 FSI per acre is required for all India. For every parliamentary constituency about 6 Crores FSI and 500 acres of land with 2.778 FSI per acre is required. Cost wise at   Rs.2500 about 15000 Crores for construction and about 2200 Crores for land will be required to cover 4 Lakh citizens under Ministry of social welfare.  Since they are individuals one acre land at 2.778 FSI with 1,20,000 FSI will cover 800 such citizens.  This will be same with Ministry of co-operation who will take care of the housing interest for households.

At  Rs.50000 per year per citizen under Ministry of social welfare for food etc. will cost Rs.2000 Crores per year per parliamentary constituency.  We suggest about one lakh social workers should be appointed at One lakh rupees per year in the ratio of 1:4 for taking care of each and every citizen under Ministry of social work. This will give employment to 5 Crores people.  By decreasing the number of people enrolled with Ministry of social welfare will show how many people have come out of extreme poverty.  This is the best approach we put before the Government to consider.

CONCEPT NOTES FOR MINISTRY OF CO-OPERATION

Through Ministry of co-operation about 100 Crores people as households in 3, 6, 8 members will be exercising their rights through a dedicated portal.  100 members (800 citizens)  will form a society, which will have 100 shares and one acre of land (100 cents) with 2.778 FSI fetching 1,20,000 FSI.  The birth right of every citizen at 150 Sq. ft. FSI and 50 Sq. ft. of UDS is kept intact through this mechanism.

One member, one share, one unit of housing will have one cent of undivided share of land and 1200 Sq. ft. dwelling place to cater the needs of the dwelling place for 8 people. Earning member plus  dependants, present plus future, births and deaths, additions plus deletions for next 33 years which will be the life of the asset or insurable interest, which includes land, building, ordinary people living in the dwelling plus other immovable assets for which government takes all the responsibility and here is the difference between private builders and government building should be compared.  This is the reason why we insist that insurable interest should be common both for the private land and government land.  Recent forest fires, building collapses, tsunami, water flooding etc. and climate change should be given top priority as life is more important when a dwelling is created. Similarly all loans will be for 25 years so that households will have necessary cash flows and housing with maintenance should not be more than 20% of the monthly salary and accordingly vouchers of 450, 900, 1200 Sq. ft. are created for households to buy property from such societies.  The land requirement for such societies will be from land compensation bond with a base index of 2.778 FSI for every acre and RERA RBI, chief shelter commissioner, chief controller of land compensations bonds and insurance secretary, banking secretary, and others with state Governments which will comply with national property registration portal, land compensation bonds compliance, house with housing loans compliance etc. will be taken care.

At 60 Crores Sq. ft. per parliament constituency and 5000 acres of one acre 2.778 FSI land at 1,20,000 FSI requiring 5000 acres of land will cover about 40 lakh people in one constituency and by 5000 co-operative housing societies. All India about 34000 Crores Sq. ft. of FSI and 27,15,000 acres of land and 27,15,000 co-operative housing societies is required and accordingly drinking water, sewerage, electricity and other amenities like road etc. has to be in place.

Slums, 33 year old structures, Non-performing assets, insolvency and bankruptcy code, by change of commercial industrial zones and by creating  one acre land plots in 5000 tier one two three cities and 6 lakhs villages we can achieve this.

India requires 25 Crores acres three crop rotation lands, 10 Crores acres land for pre, post agricultural activities, cattle needs, wind mills, solar harvesting and we require 600  ten crore litres per day desalination plants and about 35  lakhs acres , one acre 2.778 FSI index housing plots to take care of the entire needs of the population.
