Subject: Procedure and Criteria for submission and approval of applications for export of N-95/FFP2 Masks

Reference is invited to the DGFT Notification No. 29 dated 25.08.2020 restricting the export of N-95/FFP2 masks and fixing the export quota of 50 Lakh N95/FFP2 mask units per month.

2. The application procedure and criteria for export of N-95/FFP2 masks (including for samples) is outlined below:

I. Export of only 1 crore total units of ‘N95/FFP2 Masks’ will be allowed for the month of August and September.

II. Exporters (Only Manufacturer exporters) may apply online through DGFT’s ECOM system for Export authorizations (Non-SCOMET Restricted items) – Please refer Trade Notice No. 50 dated 18.03.2019. There is no need to send any hard copy of the application via mail or

III. Online applications for export of “N-95/FFP2 Masks” filed from 7th to 9th  September, 2020 will only be considered.

IV. All the applications will be examined as per the Para 72 of Handbook of procedures.

V. Validity of the export license will be for 3 months only

VI. The following eligibility criteria will be applicable for issuance of Export licenses

a) Documentary proof of manufacturing “N-95/FFP2 Masks”.

b) The manufacturers must submit Bureau of Indian Standards (BIS) certification for medical N-95/FFP2 masks.

c) Only 1 application per IEC to be considered during the month

d) Copy of Purchase order/Invoice

e) Copy of IEC

f) All the documents must be duly self-attested by the authorized person of the firm.

3. All the relevant documents as specified above must be submitted along with the application to verify the eligibility criteria. Incomplete applications will not be considered for any allocation. Any application received through email or submitted outside the timeline specified will not be considered.
