Orissa VAT rate change in items taxable at 12.50 percent

Effective 01 April, 2011, the rate of VAT in Orissa has been enhanced, as mentioned below:

    I am planning to manufacture and sell soya milk & paneer in Odisha. I have following questions.

    1. Whether these goods are taxable under Odisha VAT. If yes what is the rate of the same.
    2. Whether I have to be registered under OVAT.
    3. Whether I can buy the  required machineries from outside state as a unregistered person and in that case what will be the tax liability and the procedure to follow.
