Difference of opinion among some states with regard to the Goods and Services Tax (GST) scheme for the country was being narrowed down and the Constitutional Amendment Bill is likely to be placed in the winter session of Parliament. This was stated by West Bengal Finance Minister Asim Dasgupta while interacting with members of Merchants Chamber of Commerce (MCC).

‘We hope that apprehension of some states about loss of financial autonomy with the introduction of GST will be set at rest through negotiation,’ Dr Dasgupta, also the Chairman of the Empowered Committee of finance ministers that is finalising GST, said.

‘The issue is being discussed and we are of the view that it will be possible to tie up all knots, build up technical infrastructure and manpower and restructure administration for introduction of GST,’ he observed.

Referring to the state’s economic situation Mr Dasgupta said despite global slowdown that had impacted the growth rate elsewhere, the state had attracted a lot of investment during the last three years.

He informed that in 2007, West Bengal attracted Rs 5,073 crore investments, third largest after Gujarat and Maharashtra.

Next year, he said, it declined a little to Rs 4,435 crore, but then the amount of investment almost doubled in 2009 with Rs 8,493 crore.

‘These figures reflect positive actions of the state government to stimulate the growth of modern and sunrise industries on the one hand and focus on the growth of infrastructure, spread of technical education, training facilities, tourism and environment on the other,’ Dr Dasgupta maintained.
